The Copper Development Association (CDA) has published a new suite of resources designed to help companies make more informed decisions about recycled copper content, carbon performance and circularity.
Developed for OEM procurement teams, engineers, sustainability professionals, third-party certifiers and auditors, the resources address a growing challenge in customer requests and procurement specifications: Recycled content is an important measure of circularity, but the percentage alone does not provide a complete picture of a product’s carbon performance.
The three new resources provide complementary guidance for different audiences:
- Essential industry context –Aligning Recycled Content with Climate Outcomes in the Copper System examines how recycled content, carbon intensity, scrap availability, product requirements, regional infrastructure, and material recovery interact across the copper system. The white paper provides procurement recommendations intended to reward expanded recovery, verified carbon reduction, and stronger supply resilience.
- Copper recycled content – What OEM Procurement Professionals Need to Know translates the findings into practical guidance for buyers. The two-page resource covers standardized reporting boundaries, scrap availability, product-specific feasibility and procurement considerations, including the importance of evaluating recycled content alongside lifecycle carbon data.
- Copper recycled content – What Third-Party Certifiers and Auditors Need to Know provides a copper-specific framework for validating recycled content claims. It addresses process boundaries, treatment of scrap, mass-balance evidence, and chain-of-custody documentation, with guidance informed by ISO 14021, ISO 14040, ISO 59020, and EN 45557.
“We want claims that are clear, comparable, and credible and connected to real environmental outcomes,” said Jessica Sanderson, director of sustainability and ESG at the Copper Development Association.
How copper scrap availability affects recycled content procurement targets
The resources reflect the realities of a mature copper recycling system. Copper’s intrinsic value, durability and established recovery infrastructure already create strong incentives for recycling.
At the same time, the amount of scrap available at any given time is constrained by product lifetimes, collection, separation and processing capacity. The white paper’s 2020 material-flow example estimates that recovered scrap accounted for approximately 42 percent of the benchmark for semi-finished copper demand. Even in a theoretical scenario in which all currently unaccounted end-of-life scrap were recovered, that figure would rise to approximately 59 percent.
That constraint has important implications for procurement. Increasing recycled content in one product does not necessarily increase the total amount of copper recovered if existing scrap is simply redirected from another use. CDA’s resources encourage buyers to consider whether procurement decisions expand net recovery and to evaluate carbon intensity, product performance and technical feasibility.
Why product requirements matter when setting recycled copper specifications
Product requirements also affect what recycled content targets can realistically achieve. Copper products such as magnet wire, rod, tube, flat-rolled products, alloys and precision components can have different impurity tolerances, conductivity requirements, fabrication processes, and performance specifications. The guidance recommends that procurement teams account for those differences rather than apply uniform recycled content thresholds across product categories.
