Tariffs on aluminum, steel and copper adjusted

President Donald J. Trump announced targeted modifications to existing tariffs on imported steel, aluminum and copper products, reinforcing America’s national security while providing strategic relief for key domestic industries that rely on these essential materials.

The action builds upon previous measures implemented under Section 232 of the Trade Expansion Act of 1962, which determined that imports of steel, aluminum and copper posed a threat to the national security of the United States. Those actions established tariff programs designed to protect critical domestic industries and strengthen America’s industrial base.

Following recommendations from the Secretary of Commerce and consultations with senior administration officials, President Trump approved several updates to the tariff framework to address changing economic conditions and support American manufacturers, farmers, and workers.

Expanded Reduced Tariff Rate for Agricultural and Residential HVAC Products
Agricultural equipment and certain residential heating, ventilation and air conditioning (HVAC) systems and components will now qualify for the temporarily reduced 15 percent tariff rate. These products were previously subject to higher derivative-product tariff rates.

This change recognizes the critical role these products play in supporting American agriculture, housing, and economic productivity while maintaining protections for domestic metal industries.

Temporary Relief for Mobile Industrial Equipment and Machinery
The Administration will temporarily modify tariff treatment for certain mobile industrial equipment and machinery to support American factories, construction firms, logistics operations and other businesses that depend on these products.

The adjustment is intended to strengthen domestic economic activity while preserving the effectiveness of the Section 232 tariff programs.

Closing Tariff Coverage Gaps
To prevent circumvention of existing tariff measures, aluminum lithographic plates and steel racks will be added to the list of derivative products subject to applicable Section 232 tariffs.

This action ensures that tariff protections remain effective and that imported products do not undermine the national security objectives of the steel and aluminum programs.

Strengthening Incentives for American-Made Metal Content
The Administration is lowering the threshold required for imported products to qualify as being made “entirely” from American aluminum, steel or copper from 95 percent to 85 percent domestic content.

This modification is expected to encourage greater use of U.S.-produced metals in downstream manufacturing and strengthen domestic supply chains.

Supporting American Industry While Protecting National Security
The Secretary of Commerce advised that recent economic conditions have significantly affected industries that rely on agricultural equipment, industrial machinery, construction equipment, and material-handling systems. These sectors play a vital role in food production, manufacturing, infrastructure development and economic growth.

The Administration’s targeted adjustments are designed to support these industries while continuing to address the national security concerns that originally prompted the Section 232 actions.

Effective Date
The modifications took effect for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Daylight Time on June 8, 2026.

Certain tariff adjustments for designated aluminum and steel products will remain in effect through December 31, 2027, unless modified by future action.
